US HTS Duty Rates for Turkish Apparel
Unlike the UK, the US has no preferential trade agreement with Turkey, so HTS general rates apply: 16.5-32% on knitted apparel (Chapter 61), 14-25% on woven garments (Chapter 62), and lower rates on leather goods. While these duties seem high, Turkish FOB prices typically run 30-50% below comparable Chinese FOB for premium quality tiers, often netting out to lower total landed cost than China after Section 301 tariffs.
Use the official HTS search at hts.usitc.gov to confirm classification for your specific products. Many buyers misclassify and overpay or face retroactive duty bills during CBP audits.
Ocean Freight Istanbul to US Ports
Direct sailings from Ambarli (Istanbul) to New York are weekly via Maersk and MSC, transit 19-23 days. To Los Angeles or Long Beach via Mediterranean rotation transit is 28-35 days. East Coast distribution favors Turkey strongly given the shorter ocean leg compared to Asia.
Consolidated LCL (less-than-container) service is available from Istanbul to all major US ports through forwarders like DSV and Expeditors. For small launches under 5 CBM, LCL keeps your inventory commitments manageable while still benefiting from sea freight economics.
FDA, CPSC and Labeling Compliance
The Federal Trade Commission requires accurate fiber content labels in English (with French and Spanish recommended) on every garment sold in the US. The label must include RN or WPL number of the importer of record, country of origin (Made in Turkey), and care instructions.
For children's apparel (sizes 0-12), the CPSC enforces CPSIA: drawstrings must follow ASTM F1816, small parts on accessories require CPSC testing, and total lead content in surface coatings cannot exceed 90 ppm. Top Turkish kidswear factories know CPSIA requirements and offer pre-tested fabrics.
Negotiating FOB Istanbul Terms with Turkish Suppliers
FOB Istanbul (typically FOB Ambarli or FOB Tekirdağ) is the standard for US deals. The factory delivers goods cleared for export onto your nominated vessel. From that point, ocean freight, US duty, and inland trucking are your costs.
Many US buyers prefer CIF (Cost, Insurance, Freight) to your nominated US port. Turkish factories will quote CIF if asked, often passing through forwarder rates without markup. CIF simplifies your cash flow planning but exposes you to currency-rate timing risk between PO and shipment.
Sample Strategy Before Bulk PO
For US buyers new to Turkey, the recommended cadence is: send tech pack week 1, receive proto sample week 3 (DHL Istanbul to US runs 3-4 days), approve fit week 4 with red-line corrections, second proto by week 7, bulk PO confirmation week 9. From PO confirmation, allow 75-105 days to US warehouse arrival including ocean freight.
Always have your QC team or a third-party inspector (Intertek, SGS, Bureau Veritas have Istanbul offices) conduct a final pre-shipment inspection. Cost is 200-400 USD per inspection and prevents costly chargebacks for incorrectly graded sizing or color shading.
